As a Quantity Surveyor experienced in managing NEC4 Contracts, you will play a crucial role in supporting the Nuclear Waste Services (NWS) Contract Management team. You will be instrumental in delivering a range of key strategic, operational, and transformational contracts, providing essential support and advice to the business. Your responsibilities will include tender support, subcontract management, internal reporting, and client liaison across a portfolio of schemes. 

Additionally, you will contribute to the creation of reporting and processes for the new Nuclear Waste Services organisation, which may involve running, reviewing, and streamlining current reporting processes. This role reports directly to the Senior Quantity Surveyor.

Roles and Responsibilities

The postholder will need to be able to develop and maintain complete project cost plans and cost estimates to support the governance and procurement processes, including the Risk Process. Manage project budget, ensuring value for money and validation of costs through the use of appropriate internal and external benchmarks. Assess consultants' payment applications in accordance with the contract. Perform monthly cost reporting, including the provision of Anticipated Final Cost, Actual Cost of Work Performed, and Forecast to Completion.

Against this backdrop, key duties and responsibilities might include:

  • Proactively manage the administration of contracts of varying values and complexity, ensuring compliance and contractual performance, including NEC4 Contracts.
  • Proactively manage all contract communication, including creating and distributing action lists, meeting minutes, Early Warnings, Project Managers Instructions and Compensation
  • Events, and accepting/rejecting Contractors Notifications.
  • Maintain the Early Warning Register
  • Manage savings, benefits and cost avoidance, and collate quantified, substantiated savings for Period End reports.
  • Manage disputes/potential disputes through negotiation, collaborative working and escalation as required.
  • Support the tendering and evaluation process, including advising on appropriate procurement strategy and contract and producing pre-tender estimates.
  • Support the project's early warning register's maintenance, including valuing the likely cost consequence of each risk/opportunity. Managing notification via CEMAR.
  • Manage the close-out of all assigned projects, implementing the close-out plan(s) to ensure all defects are recorded, warranties received, and contracts closed, as well as completion of financial close-out, including asset cost data for capitalisation purposes.
  • Assess capability, identify development needs and support team members through the Development Assessment and / or Talent Management processes.
  • Ensure record keeping is robust including regularly reviewing and updating commercial systems to ensure system data is accurate.
  • Deputise for line manager for relevant programme area as appropriate.
Experience Required

Essential:

  • Experience of managing various contract types including CCS and NEC3 or 4.  Experience should include applying NEC3/4 principles regarding programmes, change processes, EWN, CEN, CEQ, and supplier/contractor, subcontractor performance management etc.
  • Educated to Degree/Post-Grad level or equivalent in Quantity Surveying or a Commercial Management business-related field.

Desirable:

  • Experience as a Quantity Surveyor on projects with a value typically in excess of £5m is highly desirable.
  • MCInstCES, MRICS, MICE, or equivalent preferable
  • Experience of utilising commercial and ERP systems including Atamis, Business World and CEMAR.
  • Experience in projects in a live operational environment in an engineering and construction industry is desirable.
  • Strong leadership skills
  • A highly motivated, confident, and commercially minded individual.
  • Good oral and written communication skills
  • Significant experience with MS Excel
  • Influencing and negotiation skills
  • Understanding of mathematical and financial reports
